Antique 1850-1899 Candlestick Gold wash

I think it is probably Nickel Silver gold washed . It is 11.25" tall, base is 4.25" square. I did have a girl that does art work using silver and other metals, she thought it to be coin silver.
The double headed eagle is mark for St Petersburg Russia but the maker is Polish. The candlestick is in excellent condition, no
dents or repairs. The gold is worn a little but after all these years one would expect that.
